Paul McGarr is an International Trade Analyst in the firm’s International Trade practice. With over twelve years at the U.S. Department of Commerce, he now applies his expertise to clients’ antidumping and countervailing issues. He received his M.P.A. in Political and Economic Development from Princeton University in 1980, his M.A. from the University of Virginia, and his B.A. from the University of New Hampshire.
