Mary S. Hodgins is an associate in the firm’s International Trade practice. She has represented domestic and foreign corporations, state-owned enterprises and foreign governments in unfair trade disputes with the United States before the U.S. Department of Commerce and the U.S. International Trade Commission, the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. She has also assisted clients with trade regulation matters before the U.S. Trade Representative, and the U.S. Departments of State, Commerce, Treasury, Homeland Security, and Defense, including counsel and advice on necessary appropriate governmental reviews and approvals and compliance with U.S. export and import laws, including the Arms Export Control Act, the International Traffic in Arms Regulations (ITAR), the Export Administration Act of 1979, the Export Administration Regulations (EAR), and other matters under the jurisdiction of the U.S. State Department's Directorate of Defense Trade Controls (DDTC), and the U.S. Department of Commerce's Bureau of Industry & Security (BIS).
Ms. Hodgins has also advised U.S. importers with regard to a variety of issues relating to U.S. Customs and Border Protection including classification, country of origin marking, investigations and rulings, prepenalty notices and prior disclosure.
Recent Matters
- Representative cases and clients include U.S. International Trade Commission and U.S. Department of Commerce antidumping and countervailing duty investigations of Coated Free Sheet Paper from Korea and China (representing Korean paper manufacturers and the Government of Korea in the first case to apply the CVD law to China), Drill Pipe from China (Government of China), Citric Acid from China (coalition of Chinese citric acid producers), Corrosion-Resistant Carbon Quality Steel Pipe from Korea (Korean steel manufacturers and the Government of Korea), and Honey from Argentina (Argentine honey producers)
- Represented Chinese sodium tripolyphosphate producers and exporters before the International Trade Commission, resulting in a rare victory for the Chinese in an ITC preliminary investigation
- Experience in developing detailed export control compliance programs for major corporations
