Jessica L. Hill is a Partner in the firm’s Commercial Real Estate and Zoning & Land Use Practices. Her practice includes a range of commercial real estate matters, with a significant emphasis on land use and zoning issues. Ms. Hill primarily represents developers and property owners in connection with entitlement issues affecting real property. She also has experience in handling leasing, acquisitions and dispositions, lending and general development matters.
The majority of Ms. Hill’s practice involves the representation of developers and property owners in land use and zoning issues in Georgia, with a focus on properties located in the metro-Atlanta area. She handles rezoning applications, comprehensive land use plan changes, variances, special exceptions, special use permits and other similar land use related requests. Ms. Hill regularly presents land use and zoning related applications to local government staff and attorneys, local neighborhood organizations, planning commissions and zoning boards, and local elected officials, including City Councils and Boards of Commissioners. Ms. Hill handles approximately 50 land use related applications annually and has obtained entitlements for more than 30 projects designated as a Development of Regional Impact in the metro-Atlanta area. In addition to handling land use related applications, Ms. Hill also counsels her clients regarding the impact of existing entitlements on development of a property and strategy on modifying or interpreting entitlements.
Although land use and zoning is Ms. Hill’s primary focus, she also has significant experience in leasing, acquisitions and dispositions, negotiation of easements and covenants, permanent financing and ancillary development matters.
Ms. Hill has been a guest lecturer on land use issues at the Georgia Institute of Technology. She is active in the Urban Land Institute and serves on the Atlanta Urban Plan Steering Committee. In 2011, Ms. Hill participated in the Urban Land Institute’s Atlanta Center for Leadership Program.
